Once had to stop and caution trains for a Emergency Speed Restriction (ESR) of 20mph maximum through a 15mph junction.

If an ESR is to be placed, and its discovered the line speed is lower, the Pway will stay with the line speed, in this case 15mph.
You cannot have an ESR higher than the line speed.

Was the issue perhaps that the defect requiring the ESR was just outside the area of the 15mph PSR? Unless whoever imposed the ESR was somehow completely unaware of the line speed at the location!

Would have though the 40 limit from Liv st to beyond Bethnal Green could be relaxed, even if it were for track conditions now with lighter trains and no locos and better brakes should be OK
the timing from Liv st to Stratford is outdated

Speed limit through the junction points is 15mph. P-way imposed a 20mph limit due to the neighbour undermining the railway embankment in his garden. On reflection it did seem a tad bizarre.

That is, though, fully achievable.
If you take the defensive driving policy into consideration then technically it isn't achievable without being a little abrupt. In the down direction you won't achieve over 70mph in the 90mph section due to the rising gradient

That is possible, and not unknown, but the Signaller, will point out the error, and the ESR 'if' at the same location will not be imposed, until the boards are out the area of the ESR will be a bit longer anyway :)
