I know that (obviously) both people need to travel together in order to use the card to obtain 1/3 off. Does anyone know if both people need a ticket though? For example one person might have a pass that covers part of the journey - in which case can the second person receive the discount on the ticket that they have bought?

You won't be able to buy a Two Together discounted ticket on its own from any online retailer or ticket machine. You might be able to do so from a ticket office but I imagine most would refuse to sell you one.
If you do manage to get hold of a single Railcard discounted ticket, the Railcard terms don't actually require both passengers to be travelling on the same type of ticket - you merely need to be travelling together and to be able to show the Railcard. But some staff may (wrongly) claim that this is required and attempt to penalise one or both of you.

I am not convinced this would go down very well.
The railcard terms and conditions define "discounted tickets" at the beginning of the terms as being "reduced priced tickets bought with the Two Together Railcard". To me, this unambiguously implies application of the 2TR/042 discount status code to the tickets being purchased.
Section 4.4 then goes on to state:

I know we're disappearing off into niche territory, but it still doesn't say the tickets have to be the same. What if there was just 1 advance ticket left? One of you could travel on the advance & one of you on an off-peak. I know though that wasn't what the OP asked

I agree the ticket types must be able to diverge under the circumstances you mention (and indeed the terms do say "normally" the same ticket type, but not always - I suspect for this exact reason!)
But even in the case of your example, you'd still be applying the 2TR discount to both tickets and abiding by the MinAdults requirement.
