The problem is also that I imagine most people getting done for ticket offenses are probably on the younger side and tend to be much more transient at that age - eg uni students. Don't know how they plan to find people's current address really? Unless they have emails or phone numbers?

It says "Because of the age of the offence" - it's worth adding that Northern said that even if it wasn't out of time to restart proceedings, it wouldn't do so.

It's worrying that they are continuing to take enforcement action. Shouldn't they have a capability to put it immediately on hold? At the very least, shouldn't they have provided instructions about what to do if enforcement action reaches a critical point where immediate intervention was required?

The convictions must all be 9 months old at minimum so any enforcement is well underway I imagine.

Nope, first I heard of it.

We'd be interested to hear briefly about what happened originally and which offence it was e.g. RORA 5(2) of which you cannot be guilty if you provided your name and address.

There's also a continuing lack of coordination if all the people receiving these letters and only finding out about the whole mess now hadn't also received letters inviting them to make submissions to the ORR's review! I hope the ORR at least contacted some sample of the people directly otherwise there's a risk the review will be missing certain key perspectives...and a further review may be needed to fill the gaps!
