Well this is interesting... Don't people do this sort of thing all the time with online grocery deliveries, meal deliveries and the like? I've never heard of Ocado pursuing anyone for having accounts on multiple email addresses. Personally I couldn't be bothered with the administration it would require to keep on top of it all but I guess some people are quite happy to do that.
What surprises a lot of people is that Ocado regard themselves as a tech company, not a retailer. So they're fully aware of people having multiple accounts. But, you won't get follow-up discounts if you have. Say, a new customer gets £5 off their first shop of £30. If they don't come back for another shop within a few months, they often get sent another code. But if you've got multiple accounts you won't get this (and you won't know you would have) as you've had another offer instead. It is seen as better customer service than prosecuting your customers. Particularly as we're dealing in relatively small numbers here.

I had two ocado accounts. One account was opened when I moved to a new address, the other was for my previous address but I changed it when it received a discount code. Both accounts would then alternately receive discount codes roughly every 4 months, so once every 2 months in total.

When I moved again I made a third account. The old accounts stopped getting codes, but the new one continued getting codes every 2 months, so it worked out to be the same as before.

The codes stopped with the start of covid and subsequent grocery inflation - so I stopped using ocado
