Where does network rail end, and heritage rail start?

Good evening all, While sat at the platform at Paignton yesterday I was wondering where network rail infrastructure ends, and heritage infrastructure starts?

The Totnes entry is less interesting and just has the line coming off saying "To South Devon Railway" with a 10mph limit and not much more info.

You will probably find there is a demarcation point or plaque sat on the sleepers somewhere.

It would be a good development if it was compulsorily purchased and the stock went somewhere where they would stop putting inappropriate livery and names on it. I imagine that most pax would like to see a through journey to Kingswear again.

Quail gives the South Devon boundary at 6 chains north of where the connection leaves the main line.

In general, the S&C diverging from the main line is NR controlled, as if it failed it would affect national rail traffic. Usually, the trap points (if present, which they almost certainly will be) are too. After that there will be a short section of plain line, possibly up to the IRJ/IBJ (Insulated Rail Joint / Insulated Block Joint) as again, this would be NR maintained to ensure that it is less likely to cause service affecting failures on the main line.
After that, possibly only a few beds, or possibly one or two panels, then there would be a plate denoting the change. It used to often be in the bed at a fishplated joint but that caused issues over who maintained that joint so now the plates are usually one or two beds to the heritage side of the joint to ensure the joint is clearly maintained by NR, or sometimes the other way around.

At Paignton, operationally there are two independent single lines across Paignton South LC. Although for a short distance, as shown in the SA, the DVR trains run over track that is property of NR, the two lines are under the separate control of their respective signal boxes: Paignton in the case of NR, and Britannia Crossing in the case of DVR. The crossing itself is TMO (trainman operated) locally by either DVR staff for movements on their line, or by NR or TOC personnel for NR movements. The ground frame for movements between NR and DVR is released by an interlocked Annett's key on the DVR side and also secured by a padlock, the special key to which is held by the NR Paignton signaller.

No standing local instruction exist currently for working to and from the SDR at Totnes so occasional specials recently have been covered by one-off special instructions for each train instead. Now new signalling arrangements are largely complete on the SDR with the new signalbox open at Ashburton Junction, it seems likely a local instruction for the SDR connection may appear in the SA once again. Technically, there is a train staff release system for a fully signalled route from the up platform (no.2) at Totnes towards the SDR that dates from when Buckfastleigh steam trains used to run routinely into Totnes main line station starting in the 1980s.
