It'll be because in order not to have the yellow front they need to meet the latest standards - which includes the top light which has been added, but the main lights also need to comply and the existing ones didn't.
Looked to be at least one TBRF in there, plus IIRC the TGS converted to first classAre the carriages all FOs?
