Indeed (The Government/treasury/DfT).

Thank you for explaining who it is outside railway stations with banners instead of actually ensuring train passengers can travel. I was not aware that those in Government the Treasury and the DfT participated in such actions, even at my ripe old age of 78...
The problem is that the government won't meet the union demands and the unions won't accept that the government won't meet their demands, which means it can be argued that either or both is responsible for the strikes continuing.

I don't think that should distract from the topic at hand though.

Since this is in speculative, would electrification result in a split of services at Chester on the North Wales to Cardiff circuit? Could there be a Mk4 service which changed engines at Chester and therefore used all of TfW Mk4 sets?

The Government won't meet with ASLEF full stop.

Are any electric locos able to haul the MK4s?

I've only used the North Wales line occasionally, but it strikes me it could do with a half hourly frequency, at least to Llandudno Junction.

There have been some reopenings across the country, including in the Soutwest (e.g. Okehampton) and Scotland (e.g. Borders railway, Leven branch).

Of course, these may have little to do with Boris, but that has never stopped him from taking credit for something before!
They have nothing at all to do with Boris. Anything Scotland will be the Scottish Parliament and the Oakhampton is down to GWR and their efforts.n

1 Manchester - Llandudno and 1 Shrewsbury - Holyhead per hour makes 2 trains per hour??

I would be surprised if the Mark IVs are still in service if or when wires reach Chester, let alone west of Chester. If the Mark IVs are replaced by new stock in early 2030s then they would almost certainly be bi modes.

The problem is that it's irregular, with gaps of up to 50 minutes even during the daytime.
Trains leave Llandudno Junction for Chester at:
0437, 0515, 0549, 0604, 0616, 0633, 0652, 0723, 0733, 0753, 0834, 0852, 0920, 0938, 0952, 1029, 1052, 1127, 1152, 1246, 1253, 1318, 1333, 1358, 1432, 1451, 1526, 1533, 1552, 1626, 1640, 1652, 1723, 1752, 1833, 1839, 1852, 1930, 1950, 2036, 2052, 2126, 2158.
Most hours there is a train at about xx52 to Manchester, although it isn't completely clockface.
But then you've got trains to Birmingham, Caerdydd, London and Shrewsbury, which are inconsistent.
If there was a genuine half-hourly service between LLJ and Chester, alternating between an hourly Llandudno to Manchester, and an hourly Caergybi to Shrewsbury then Birmingham or Caerdydd, with the occasional AWC train slotted in where it will fit, then that would be an improvement.
