They know enough not to play on the motorway or play on a runway, why would railways be any different. I think its a case of they know exactly what they are doing but simply do not care.

As far as I am aware they get the same priorities as normal services. There are of course always going to be pathing restrictions, particulary if they clash with WTT services.

The idea seems fair enough to me.
