Hi, I’m fairly new to the railway and wondered what happens about them manual propelled trolleys workers use in axle counter areas. Does the COSS have to specify axle counters will be affected before he puts the trolley on?
Depends if you are in a line block or possession. Rule book handbook 10 states hand trolleys not to pass over axle counter head or stop within 2 metres of head unless reset arrangements have been agreed.
The signaller will ask if the work is affecting the safety of the line and if axle counters will be affected. The answer to both questions will be yes.It’s under a line blockage, would I be right in saying COSS says axle counters will be affected when asked? And then explains because he/she will be getting a trolley on track?
