Trolleys and Axle Counters

Hi, I’m fairly new to the railway and wondered what happens about them manual propelled trolleys workers use in axle counter areas. Does the COSS have to specify axle counters will be affected before he puts the trolley on?

Rule book handbook 10 states hand trolleys not to pass over axle counter head or stop within 2 metres of head unless reset arrangements have been agreed.

It has certainly happened on the Chesham branch on the underground, it resulted in a manager having to walk most of the 4.5 miles to Chesham to check the track was clear, before the first service could run.

Depends if you are in a line block or possession. There will need to be Line Clear Verification forms completed if a possession by ES and PICOP.

It’s under a line blockage, would I be right in saying COSS says axle counters will be affected when asked? And then explains because he/she will be getting a trolley on track?

The signaller will ask if the work is affecting the safety of the line and if axle counters will be affected. The answer to both questions will be yes.

Additional protection will be required due to the work affecting the safety of the line and this might take the form of EPR (Engineering Possession Reminder) which allows the signaller to reset the axle counter without restriction.

I’d recommend asking your COSS if you can listen in to them on the phone and see them fill out the paperwork.

On the line block form (NR3180j

section 2 asks
”are axle counters affected” Y/N”
then Appendix B form deals with “EPR” applied then removed on axle counters

EPR= engineering possession reminder - applied by signaller on line(s) to be blocked
